Yes. It will be bound to those possible licenses that the original
JSR-170 standard licenses permits us to do so.

Not yet.
First of all, it means that PHP based systems can exchange data
with other PHP based systems in the same way Java based systems
that support JSR-170 can do (ie. having content repositories in
the PHP world).
For example if Typo3, ezPublish, Powerslave and SixCMS support
this codename PHP-170 API and a customer like Volkswagen deploys
Typo3, SixCMS and Powerslave inside its departments, another
department that wants to build an extranet with ezPublish and
wants to display data from the intranet systems that are made
with Typo3 and SixCMS, it can easily do that without implementing
expensive interfaces between each system.
Furthermore, in one of the next steps we'll evaluate if there's
a possibility that a PHP-170 based system can easily connect to
a content repository from the Java world (JSR-170 based) throughout
some sort of a bridge or something like that. Unfortunately we are
bound to NDA in this area of interest, so I can't tell you more.
